Coronavirus (COVID19) in Azerbaijan

Although it started in 2019, the coronavirus symptoms began to manifest themselves in Azerbaijan in February-March 2020. Especially the first infections were detected in people coming from abroad and people living in the regions close to the borders of the country.

First case of the virus appeared on February 28 in Azerbaijan. After that, the state of Azerbaijan started to take some measures across the country.

Now let's look at those quarantine measures in order and one by:

 1 From the first case to the end, he warned state citizens to enforce rules such as protection, cleanliness and so on.

  •  Washing and disinfecting hands frequently
  • Going out only when needed
  • Using medical masks and gloves when going out
  • Getting on public transportation very little
  •  Not having a lot in crowded environments and not gathering and crowding together
  • Maintaining a social distance of at least 1-2 meters when standing in line
  • Even advertising content for these rules was produced and expanded.

At first, there was a problem with having medical masks in pharmacies. All of the masks were sold, and not all of the people could buy it. At that time, citizens were given free masks by some aid campaigns, and even informative booklets and brochures were distributed by the government about how to make their own masks at home.

 

2. But of course not everyone has followed these rules. As it is so; a special quarantine regime was declared from 00:00 on March 24, 2020 to 00:00 on April 20. During this time:

  •  People over the age of 65 were not allowed to leave the house. According to the law, social services should have been provided to the category of single old people.
  • Access and exit to Baku, Sumgayit and Absheron districts were restricted, except for the movement of special purpose vehicles, including ambulances, emergency response, rescue, as well as trucks.
  • The activity of district and intercity passenger transportation in the country was suspended
  •  Entry and exit to the Azerbaijan was closed. Flights stopped. Preference was given to families with young children, the elderly, persons in need of medical care and women, bringing citizens of the Republic of Azerbaijan abroad to Azerbaijan by special charter flights within 14-21 days within the established schedule.
  • Special express bus lines were introduced between 06:00 and 22:00 on the basis of the route determined between the metro stations of Baku Transport Agency. Passengers were advised to minimize the use of the subway and prefer to use land transport.
  • Concentration of groups of more than 10 people in public places, including streets, boulevards, parks and other places was prohibited.
  • Citizens were advised to keep a distance of 2 meters in interpersonal contact
  • A new mode of work was applied to public catering establishments: on-site service time was set for customers from 12.00 to 15.00, home pick-up, delivery and online sales were allowed without restrictions
  •  Shopping centers and malls in the country were closed, except for nearby supermarkets, grocery stores and pharmacies.
  • The operation of grocery stores, pharmacies and other vital facilities was ensured
  • Getting permission with sms was implemented. It was only allowed to go out after texting 8103 and getting permission from the state. The message included the ID number of the person and the code showing the reason for permission. The leave was only valid for 2 hours. Outside messages were strictly controlled by the polices.
  • Control over the implementation of the requirements of the special quarantine regime is entrusted to the Ministry of Internal Affairs of the Republic of Azerbaijan. Individuals with symptoms characteristic of coronavirus disease are strongly advised to call the 103 or 15-42 hotline.
  • Failure to comply with the rules resulted in fines and penalties;  Violation of the anti-epidemic, sanitary-hygienic and quarantine regimes is punishable by a fine of 100 to 200 manat for individuals, 1,500 to 2,000 manat for officials, or up to one month, depending on the circumstances of the case, arrest is applied. Legal entities are fined in the amount of two thousand to five thousand manats.
  • Along with all this, metro stations, bus stops and even the central streets of Baku began to be disinfected.

As a result, during this period, Azerbaijan, especially in the capital city - Baku, began to remain silent. Country economy, tourism and many other sectors were affected by epidemic. It was only through work permits that some people began to lead a lifestyle like just from home to work and from work to home.

3. The quarantine regime, which is expected to end on the date of April 20, continued to be extended day by day.

As the quarantine time gets longer people's patience was running out. Especially this was not easy for unemployed and poor people. During this period, they were provided with food or money by the charity companies and people. During these difficult days, the public continued to help each other under the slogan called #We_are_strong_together

4. Finally, the long-awaited day arrived. The Cabinet of Ministers eased the special quarantine regime on May 4, and many places were gradually reopened.

However, it was allowed to work with a certain time limit, and at the same time it was forbidden to create crowds in some public facilities. The mitigated quarantine regime had one main condition: Р ”Р’°f the number of coronavirus infections exceeds a certain factor and becomes a risk, new decisions will be applied again.

 And it happened. The number of virus infections has exceeded the limit.

5. In June, our state began to apply the "hard quarantine home isolation regime on weekends" to prevent coronavirus.

On weekends, all places had to be closed, and even markets were closed, with only regular pharmacies open. During the week, life had to return to normal untill 19 June. So, it did not take too short for the private quarantine regime to be reactivated on June 19, and for the March-April regulations to come into effect again and remain in effect. And it is still going on.

At present, cases of coronavirus infection in Azerbaijan are not only detected among people coming to the country from abroad, but also the fact that people infect each other within the country, the government agency announced.
